Before signing a lease or purchasing land, every buyer must verify the official spatial designation through the local government's ITR (Informasi Tata Ruang).
Bali's provincial and regency spatial master plans (RTRW & RDTR) classify land into distinct functional zones. The three most essential zones for property buyers are Yellow (Residential / Pemukiman), Pink/Purple (Tourism / Pariwisata), and Green (Agricultural / Pertanian & Jalur Hijau).
Yellow Zone (Zona Pemukiman) is designated for residential homes, private villas, and long-term rentals. It permits standard residential building approvals (PBG/SLF) but may restrict large-scale commercial hospitality operations.
Pink or Tourism Zone (Zona Pariwisata) is ideal for commercial holiday rentals, boutique resorts, and hotel-licensed villas. In high-demand corridors like Canggu, Seminyak, and Uluwatu, tourism zoning allows for commercial short-stay licensing (Pondok Wisata / OSS approvals), ensuring your villa can operate lawfully on platforms like Airbnb and Booking.com.
Green Zone (Zona Pertanian / Jalur Hijau / Sawah Dilindungi) is strictly protected agricultural land. Building on Green Zone land is prohibited by Indonesian law. Any structure built in a designated Green Zone cannot obtain a valid PBG permit, cannot legally connect to public utilities, and faces the perpetual risk of demolition or closure by local enforcement authorities (Satpol PP).
Always request a formal, current ITR letter issued by the relevant Dinas PUPR (Public Works & Spatial Planning Agency) in Badung, Gianyar, or Tabanan before making non-refundable deposits. Do not rely solely on verbal assurances from land brokers or outdated master plan maps.
Ensure that setbacks (sempadan jalan, sempadan sungai, sempadan tebing) are respected in your site plan. Properties along riverbanks in Ubud or cliff edges in Uluwatu have mandatory buffer zones where no permanent structures may be erected.
